COVID-19 MCO: Business Operating Hours In Malaysia

UPDATE 11 January 2021: Restaurants, and food delivery services will only be allowed to operate between 6am - 10pm from 22nd January 2021 onwards. 

The Movement Control Order (MCO) in Malaysia has also been extended to February 4th 2021 for all states with the exception of Sarawak. 

Here's a list of business operating hours in different parts of Malaysia including Penang, KL, Johor, Malacca, Sabah, etc.. This list was last updated on Monday, 25th January 2021.

Not all physical businesses in Malaysia can operate during this time, and even the ones that can, are under some restrictions.

For example, F&B businesses are not allowed to have no dine-in customers. Only takeaway/tapau/bungkus/delivery/drive-through is allowed.

If in doubt, check with your respective state government on whether or not your physical store can operate during this time.

Which states and districts are placed under MCO?

According to Malaysia's Senior Minister, Ismail Sabri Yaakob, all states in Malaysia with the exception of Sarawak will be placed under Movement Control Order (MCO) until February 4th 2021. 

These states include:

• Selangor

• 
  

• Wilayah Persekutuan (KL, Labuan and Putrajaya) 

• 
  

• Penang

• 
  

• Melaka

• 
  

• Sabah

• 
  

• Johor

• 
  

• Perlis

• 
  

• Pahang

• 
  

• Kedah

• 
  

• Negeri Sembilan 

• 
  

• Terengganu

• 
  

• Perak

• 
  

• Kelantan 

On top of that, 3 districts in Sarawak will also be placed under MCO. These districts are Sibu, Selangau and Kanowit. 

MCO 2.0 business operating hours

For areas under MCO 2.0, here are the business operating hours:

• F&B (takeaway, delivery, & drive-throughs only): 6AM - 10P

• Petrol Stations: 6AM - 10PM (24 hours for stations along highway)

• Hospitals & Clinics: 24 hours

• Wholesale Markets: 11AM - 4PM or 12PM - 6PM

• Morning Markets & Pasar Tani: 7AM - 2PM

• 
  

• Self-service Laundrettes: 6AM - 8PM

Standard operating procedures (SOP) for states under MCO 2.0

For business owners, here are some SOPs under MCO 2.0 that you should take note of:

• Interstate travel is banned nationwide. Roadblocks will be placed across the country at all districts and state borders from 13th January 2021 onwards. 

• 
  

• Individuals are only allowed to travel within a 10km radius of their homes to purchase groceries and necessities. 

• 
  

• Only a maximum of 2 passengers per car from the same family is allowed. 

• 
  

• Social activities are not allowed. 

• 
  

• Sectors that are allowed to operate during this period include manufacturing and production, construction, essential services, trade and distribution & agriculture and commodities. 

• 
  

• For businesses in non-essential services, work-from-home arrangements are mandatory. 

• 
  

• Restaurants, cafes and other F&B outlets (food stalls, food trucks, hawkers and food courts) can only provide takeaway and food delivery services. 

• 
  

• Individuals who violate these SOP rulings can be fined a maximum of RM1000 under the Prevention and Control of Infectious Disease Act 1988.
